A new policy introduced includes limiting the number of car plates to 240,000, one-third of the number last year and limiting the number of vehicles entering the city.

WEEKS before 2010 came to an end, the car buying craze heightened in Beijing with residents flocking car dealerships following news that there were plans under way to control the number of cars in the Chinese capital.

Unlike the previous months when car dealers had relied on discounts and promotions to boost sales, December saw an unprecedented mad rush on showrooms and car exchange markets.

To buy or not to buy: Car buyers shopping for cars at a showroom in the Yayuncun car exchange market in the suburb of Beijing.

Popular car makes and models were sold out citywide and many buyers had to settle for higher prices just to get their cars before the city government announced the new policy.

More than 20,000 cars were sold in the first week of December alone, which was twice the number during the same period of 2009. In November, about 96,000 cars were snapped up.

Finally, the new policies were unveiled by the city’s transport commission at a press conference on Dec 23.

The cap on the number of vehicle licence plates is no doubt the biggest move so far to tackle gridlock on city roads.

City authorities will only approve 240,000 car plates this year, one-third of the number of last year.

Car registration will be allocated by a car-plate lottery system where only individuals who previously did not own a car and companies which had paid 50,000 yuan (RM23,323) in corporate tax last year were eligible to apply for the lottery.

Beijing became the second Chinese city after Shanghai to limit car registration.

The latter adopts a system where buyers bid for a car plate and its authorities maintained a quota of licence plates every year.

Other anti-car policies announced at the press conference were:

> Vehicles registered outside Beijing will be banned from entering the Fifth Ring Road from 7am to 9am and 5pm to 8pm on work days;

> Effective April 1 parking fees within the Fifth Ring Road will be charged for every 15 minutes rather than 30 minutes and will range between two yuan (RM0.93) and 10 yuan (RM4.66) per hour; and

> New government cars will be prohibited in the next five years; and the current system where cars can only be driven in the roads on odd and even days based on the last digits of their plate numbers will remain.

Beijing Traffic Manage­­ment Bu­reau deputy director Li Shao­ming said the new policies would have a tremendous impact in addressing traffic woes in the city even though it may take a while to see the real benefits.

On whether it would be appropriate for the government to curtail the residents’ right to own a car, the city’s legal affairs office vice-chief Wang Rongmei said it was the government’s job to ensure effective traffic management in line with the city’s rapid development.

“We have already set a quota of five million motor vehicles by 2020 under the city’s master plan. Limiting the number on the city roads is a very important means in traffic planning and management,” she said.

As of December, the city had 4.76 million vehicles, up from 2.58 million in 2005.

Traffic conditions have worsened over the decade as commuters lamented that basically every hour is a rush hour.

Studies by the Beijing Trans­portation Research Centre showed that if action was not taken to curb the current trend, average speed on the road would drop to below 15km/h within five years.

In the first-half of 2010, the speed hovered around 24.2km/h during weekday morning rush hours, 3.6% slower than 2009.

Speaking on Beijing Public Service Radio, the city’s transport commission spokesman Li Xiaosong said the policy was drawn up based on three factors: limited space in the urban area, full capacity on most city roads; and critical air pollution in the capital needed to be dealt with immediately.

The city government has also revealed that it would introduce more proactive policies from time to time by incorporating constructive suggestions from its residents to address traffic problems.

Recently, the transport commission received feedback from 2,929 respondents on how the government could improve the current traffic conditions.

One respondent, Zhang Xijie, proposed that the commission impose extra taxes or environment protection levy on buyers of a second or third cars.

Another Wu Xiaoling said the government should make it more costly for motorists to own a car but at the same time improve its public transport system and further impose car bans on critically-congested roads.

With the addition of five more subway lanes to the nine existing ones over the week and the construction of more special lanes for public and express buses in the pipeline, Beijing vows to achieve a ratio of preferred mode of transport among residents of 50%, 18% and 25% for public transport, bicycle and car respectively, by 2015.

A week after the announcement of the latest policies, the Chinese Finance Ministry followed up by reinstating the 10% purchase tax on vehicles with engine sizes of 1.6 litres or less.

China halved the sales tax from 10% to 5% on such cars in 2009 to boost the use of fuel-efficient cars and combat the financial crisis. The tax was then raised to 7.5% on Jan 1 last year.

The auto market has enjoyed a great run with sales hitting 18 million units nationwide in 2010, up from 13.65 million in 2009.

(吉隆坡28日讯)马六甲注册的MCA车牌字母竞标成绩出炉,MCA1以国内历来最高的车牌标价,即30万100令吉标出。

在此之前,最高价的一组车牌为TAY1,标价为24万2000令吉;排行第二是TAN1,标价为20万900令吉。

交通部今天通过文告公布,这项由11月24日开始至12月14日招标的车牌字母,马六甲陆路交通局总部共接获965名公众提呈表格竞标各组号码,反应热烈。

车牌竞标委员会较后确定各组号码最高的竞标价,并公布成功以最高价标得各组号码的价钱。

获得最高标价的3组号码分别是:
1. MCA1:30万100令吉
2. MCA2:10万1000令吉
3. MCA8:8万8168令吉

此外,MCA888成为了最热门的一组号码,共有15人竞标,最终以1万5400令吉的最高价标出。至于其他车牌的最高标价将会在陆路交通局官方网站上一一列出,公众欲知进一步详情,可上网www.jpj.gov.my浏览。

MCA车牌热卖 标价高出3倍

通过MCA车牌字母的招标,陆路交通局估计为政府带来了150万令吉的收入,是马六甲车牌字母竞标收入最高的一次,比起往常每一组字母约50万令吉的竞标价,高出三倍。

陆路交通局每年通过全国的车牌招标共获得1亿4500万至1亿5000万令吉的收入,是该局第三项最高的收入来源,占总收入6%。

该局每年通过路税更新的收入取得18亿令吉的收入;各组别驾照更新的收入达3亿3000万令吉;车牌招标1亿5000万令吉;交通工具注册1亿2000万令吉;交通工具转名1亿令吉及其他收入3亿3000万令吉。

Cost of Car Ownership in Singapore

Car ownership in Singapore is a costly matter. Thus, you may want to seriously consider the need for a car since Singapore has a good public transport system. If you really think you would need/want a car, you should evaluate your financial situation before committing. In this post, I try to compile a “all the costs that you need to know” guide at your convenience, as I feel it is important to understand the financial consequences. Please inform me if I left out something or any errors that I have made, so we can all learn from it. Hope you find it informative.

INITIAL COST

1) Open Market Value (OMV) – Varies from car to car and period of import (check here)

2) Registration Fee – $140

3) Additional Registration Fee (ARF) – 110% of OMV

4) Excise Duty – 20% of OMV

5) Certificate of Entitlement (COE) – Varies monthly and in 3 Categories (check here)

6) Goods and Services Tax (GST) – 7% of OMV and custom duty

7) Local Installation – Depends on dealer

8) Dealer marketing and operation cost

Cost Price = Sum of 1-8
Selling Price = Indicated by Dealers

Taking the selling price minus the cost price would give you the dealer’s profit, and you would roughly know how much the dealer is earning.

Open Market Value (OMV)

Defined by LTA – “OMV is assessed by the Singapore Customs (Tel: 6355 2000), taking into account purchase price, freight, insurance and all other charges incidental to the sale and delivery of the car from country of manufacture to Singapore.” To put it simply, the cost of getting the car to land in Singapore shores.

Certificate of Entitlement (COE)

Due to Singapore’s small size, control of car population is important to prevent congestion on the roads. The government implemented the Vehicle Quota System which regulate the number of new vehicles to be put on the road, through the monthly issuance of COEs. Without a COE, you cannot own a car. The price of COE varies every month and is quite a substantial contribution to the car price (about additional 9k to 30k). RUNNING COST

1) Petrol – $300 a month (estimate)

2) Road Tax – Base on engine capacity (see breakdown below)

3) Radio License – $27 per year

4) Insurance – depends on applicant’s risk assessment (typical range $800 – $2,000)

5) Maintenance – depends on driving frequency

6) Parking – HDB Season parking monthly $65 (open air), $90 (sheltered);
Office season parking monthly, CBD area: $160 – $330;
Cashcard parking, average $2/hr and up to $4.80/hr in CBD area;
Coupon parking per half hourly: $0.50 (white lots) or $1 (yellow lots).

7) ERP – depends on the frequency you drive in ERP zones

8) Inspection Fees – For cars 3 – 10 year old: $58 biennually

9) Fines – cater for occasional parking fines

10) Car installment – if you are taking a loan (see car loan section)

Expect a monthly running cost of at least $800 for the cheapest car (with car loan).

A calculation example from onemotoring:

An engine capacity of 1490cc and maximum power rating of 33kW:

Based on engine capacity, 6 mths road tax = [$250 + 0.375 x (1,490 - 1,000)] x 0.92 = $400

Based on electric motor, 6 mths road tax = [$250 + $7.5 x (33 - 27.5)] x 0.92 = $268

The road tax for the hybrid car will be the higher of the 2 calculation which is $400 per half annually in this example.

CAR LOANS

Most banks still use the traditional Rule of 78 to calculate car loan interest which is very unfair to the borrower. This method actually slaps the borrower a sum of interest right at the start of the loan, and it does not make a big difference whether you repay early. To make it worse, some banks actually have penalties for early loan redemption (please check before you commit). This has become such a profitable avenue that banks actually collaborate with the dealers to encourage buyers to take up loans. If you have the cash and want to pay in full, dealers may not give you the discounted price and would likely forfeit the freebies. It is also rumored that agents earn more through loan commissions than from selling cars.

Thus, is it worthwhile to pay more upfront than take up a higher loan amount?

The answer would be yes as you would be less ‘victimized’… unless you are sure that you can get good returns through your investments, such that the profit is enough to cover the higher interest amount incurred.

An example of calculating the car loan interest:

First you need to determine the amount you need to borrow (selling price minus downpayment) and the number of years you want to repay. The maximum years you can choose is 10 years. Note that the higher amount you loan or the more years you take to repay, the higher the interest incurred.

Amount to be borrowed = $50,000
No of years: 7
Interest Rate: 3% (Varies from time to time)
Formula: Interest = (Interest Rate) x (Amount Borrowed) X (No. of years)

In this e.g., Interest = 3% x $50,000 x 7 = $10,050

Monthly Installment = (Amount borrowed + Interest)/(loan period in months)
In this e.g., Monthly Installment = ($50,000 + $10,050)/(7 x 12) = $714.88

To see the effect of extending loan period to 10 years:
Interest (10 years) = 3% x $50,000 x 10 = $15,000 (+$4,950)

Car Loan Redemption
Based on Rule of 78 and a 20% penalty

Formula: D = [M(M + 1) /N(N + 1)] x I x 80%
D – Discount for early redemption
M – Balance of loan period (in months)
N – Original loan period (in months)
I – Interest of loan

A scenario of a loan redemption:

Let us say, in the previous e.g., you decide to redeem your loan early after 2 years (5 years left).
D = [60 x (60 + 1)] / [84 x (84 + 1)] x $10,050 x 0.8 = $4,121.34
Interest charged to you = $10,050 – $4,121.34 = $5,928.66
Hence, within 2 years, you are penalised for almost $6,000 when you are only into less than half the loan period.
Thus, try to reduce the interest payable before you apply the loan and not after.

Preferential Additional Registration Fee (PARF) Value

When you scrap or deregister your car, you can get back some value from it which is use to pay back your outstanding loan. From LTA: “PARF value is simply the value that you can get back from de-registering the car at the point in time. However, you cannot get back in monetary terms; you can only use the PARF/COE rebate to offset the various upfront vehicle taxes and fees when you register a new car, namely, the Additional Registration Fee (ARF), the COE Quota Premium (QP) and the Registration Fee (RF). Any excess amount that is not used will be forfeited. You can also use a COE rebate under your name to offset the Prevailing Quota Premium (PQP) when you renew your existing vehicle’s COE.” Alternatively, you can sell it to dealers who would use it to offset the purchase of new cars for customers. However, they may offer a few hundred dollars less for it.

If you noticed, you get the highest rebate within the first 5 years. That is why it is common owners de-register their cars between 3-5 years.


CAR INSURANCE

Every car in Singapore needs to be insured. It is being assessed by a number of factors like your age, driving experience, type of car etc. Generally, insurance for young drivers (less than 26 years old) and higher engine capacity cars fetch a higher premium. Insurance coverage is only valid for one year and at the end of it, new applications have to be made and some companies offer loyalty discount to retain customers. If for the past year, you have not made any claims to your policy, you will be entitled No Claims Discount (NCD). The discount increases 10% annually up to a maximum 50%. It should not affect your NCD if you switch insurance company, but check with your insurer to be sure.

Try to go direct to insurance companies to buy your insurance as you would save about 2%, as oppose to applying it through an agent. You can easily call up a insurance companies to get a direct quote and do your comparison.

FINAL WORD

As oil price is increasing, it would be less financially taxing to buy fuel efficient cars or even hybrid cars. Hybrid cars get a discount off their ARF (minus 40% of OMV). Besides initial discount, annual road tax is likely to be cheaper as well. Coupled with lower fuel expenditure, running cost can be kept to the minimum. Although hybrid cars are generally more expensive than normal cars, owners claimed that they could breakeven within 2 years of driving. Buying a faster, bigger capacity car would translate to higher fuel consumption, insurance and road tax.

As you can see, car ownership in Singapore is costly and is one of the bigger financial decisions you would make in your life. Do consider carefully before you commit.

TAY 1’ plate sold for a princely RM220,000

KUALA TERENGGANU, March 20, 2010—

A Terengganu car licence plate TAY 1 was sold for RM220,000 surpassing the previous record price of a little over RM200,000 for TAN 1.

According to the director of Terengganu’s Department of Road Transport, Abdul Rahman Emang Anyie, there were 6 bids for the plate during the tender period beginning February 2 and ending February 22.

The winning bidder, whose identity was not revealed, will be notified soon.

The Department also received 1,119 bids from 534 individuals interested in the TAY licence plate series.

Previously licence plate TAX 1 was sold for the princely sum of RM165,000. — Bernama

丰田危机的启示

【竹林杏坛/饶兆斌】日 本丰田(Toyota)汽车长期以来是可靠性(reliability)和质量(quality)的代号,而且在技术创新上也领先同行。不料,从去年年尾 开始,美国陆续有丰田汽车的油门踏板不受控制的报道,丰田终于被迫在美国、欧洲、中国等市场回收百万甚至千万辆汽车,其股票大跌,同时面临着数起可能大赔 特赔的诉讼案。

汽 车出了问题而须回收并非不曾发生的事,但丰田在这次事件的表现却让人摇头。《纽约时报》社论批评丰田公司对车主的投诉不重视,反映缓慢和缺乏透明度。我看 电视新闻记者访问那些车主,不少车主固然对车出现问题不满,但他们更加生气的是丰田公司那种不理不睬的回应,以及对消费者权益的漠视。
漠视消费权益
根 据报道,早在2008年,丰田就已经发现有八款车的油门踏板设计有问题,但丰田不视这为产品安全问题,直到美国联邦交通安全部门施压下,丰田才停止生产和 回收这八款车。最新的消息是,让丰田引以为豪的Prius车款的煞车器也出了问题,必须回收。汽车安全攸关驾驶者的生命安全,发生了如此严重的事,丰田总 裁居然两个星期不见人影,到最后才不得不出来道歉,但丰田的声誉已经严受打击。
日 本研究专家金斯顿(Jeff Kingston)对丰田汽车公司在这次危机的差劣表现放在日本的企业文化和法律制度的角度下去探讨。他为《华尔街日报》撰写的文章指出,日本企业虽然 注重质量,但缺乏对消费者权益的起码尊重。一般人的观念是产品安全之类的问题只会出现于“中国制造”的产品,其实日本也多次发生产品安全问题。
按金斯顿的说法,在日本这个高度重视质量和工艺的文化里,企业反而不敢或羞于承认自身产品的缺陷。所以,当产品出现严重问题时,日本企业经常尝试掩饰问题而非解决问题。日本员工对企业的忠诚度也高于他们对消费者的重视。
透过危机建立公信力
当 产品出现问题时,企业应该如何面对危机?商学院里经常引用的经典案例是美国大企业Johnson & Johnson所制造的Tylenol (类似于我们常用的Panadol)在1982年时怀疑被人渗入毒药而导致七人死亡所引起的恐慌和危机。当时这家企业采取主动的作法,在政府介入前就主动 回收所有产品,并停止一切广告和销售,甚至主动通过媒体告诉消费者不要使用任何Tylenol产品。虽然面临极大的亏损,但当时公司的高层主管认为人命关 天,其主动负责的作法赢得社会一致的赞赏。
几个月 后,Tylenol产品重新推出市场,直到今天仍然有很高的市场占有率。和Johnson & Johnson在这次危机的表现相比,丰田这次的危机管理注定是商学院里的反面教材。Johnson & Johnson 通过危机建立了公信力,使消费者对它的产品质量有一定的信心。相反,就算丰田推出一款真的无懈可击的车款,它的公信力的流失也使消费者对它的产品质量有一 定的怀疑。
政党应实践承诺
丰 田危机对从政者来说又有什么启示呢?当然,政治有政治的规律,商业原则并不能直接套用。但从某个角度来说,所有的政党都像企业般推销自己,而选民则是消费 者。要消费者保持对某一产品的忠诚,公信力和产品质量是要素。对政党来说,它的政见、候选人和执政后所推出的政策就是产品,而公 信力的基础就是对选民(消费者)权益的维护和对产品质量的保证。就如消费者会对某个的产品有所期待一样,选民也期待政党会实践它所承诺的政见。如果对其政 见不断跳票,一个政党的公信力便不断降低。
如果推 出的产品(如候选人)质量差劣,而政党又没有果断的采取行动,那它的公信力也则随之消弱,这和丰田差劲的危机管理没有两样。要是学Johnson & Johnson的话,政党应该对那些已经变质的产品(候选人)马上回收并向消费者(选民)致歉和承诺,这样才能维护自身的公信力。
当然,现实是当选了的候选人不能“回收”。不过,就如没有一家负责任的企业会继续生产和推销变烂的产品一样,负责任的政党是否也应该主动开除那些当选了但已经变烂的候选人,向选民致歉,并承诺以后的候选人都有一定的品质保证?
从 另一个角度看,洁身自爱的企业不会对烂产品有兴趣的,如Johnson & Johnson 的对手不会偷偷底价购买回收的Tylenol然后重新包装后推上市场。对于那些接受那些变烂候选人跳槽的政党,我个人的看法是,和打着旗号只顾自己利润而 不顾消费者权益的企业一样,它们的产品万万不能购买。

The first car to appear in this region was in Singapore in 1896. They were the rich men's toy back then and it was no long before the tin barons in Perak got hand on automobilism, the act of motoring. Those day, automobilism was seen as something luxury, an act of the rich.

Cars came to rule road in the 20th century and Kinta with its affluence and good roads quickly became advance motoring society. Eu Tong Sen is reputed to have been the first man to bring a car to Ipoh in 1902. Eu Tong Sen is the owner of the famous Eu Yan Sang Chinese medical hall which has plenty of franchise all over the world.

According to a history record (written record from a perak local paper, Perak Pioneer 28 June 1902), the 'Towkay Eu Tong Sen's motorcar accomplished a journey of 12 miles in 35 minutes" which means the average speed of 20 miles/hour.

Did you know...?

Earlier car was registered 'PK' (Perak) but it was replaced with 'A' registration in 1945 when registration letters were reallocated after the WWII. It was registered as 'A' because Perak is the first state to have a car, and later Selangor with 'B' and so on.

最贵汽车上海卖4300万 轮胎钱能买一辆宝马













五只轮胎就能买一辆宝马、全车售价高达4300万元的史上最贵车——布嘉迪威航·爱马仕特别版日前登陆上海。早报记者昨日从布嘉迪中国公司获悉,该车每月只产一辆,预计年产量在14辆左右,目前还有9辆正在寻找包括中国买家在内的客户。

  昨日,早报记者在位于北京西路的宾利展厅看到,这款咖啡色的布嘉迪威航·爱马仕特别版犹如一匹跃跃欲试的野马伫立在展厅的一角。据介绍,上海是该车在亚太地区亮相的首站,展出时间约为两周,随后该车将被运往北京及其他亚洲地区的城市展出。

  “经过9日在上海环球金融中心的首次亮相,已经有相当一部分的客户对该车表现出了兴趣。”昨日,布嘉迪远东地区市场经理Frank向记者透露,该车在国外已经销售了5辆,其客户包括新加坡、英国、阿拉伯等国家的一些富人。


5个轮胎就要20多万元

  “这款车的四个轮胎加一个备胎就要20多万元,据说是米其林为其度身定制的,这几个轮胎就能买一辆宝马了!”昨日,在现场看车的一位先生感叹,自己能拥有一辆车模就不错了。

  技术参数足以让其他豪华跑车黯然失色:最高可达407公里/小时的时速、最大可达1001hp/6000rpm的输出功率、8公升的排 气量,在2200-5500转/分时,最大扭矩可达到1250牛顿米、从0到100公里的加速时间仅需2.5秒、100-0公里刹车只需2.3秒;时速 400公里时,紧急刹车系统会让车在10秒内完全静止。

四个轮胎加一个备胎就要20多万元。

每月只产一辆

  布嘉迪威航·爱马仕特别版为什么能这么贵,不仅是因为其傲视群雄的技术。

  布嘉迪威航16.4被誉为世界上最快的量产车。与布嘉迪威航16.4普通版相比,布嘉迪威航·爱马仕特别版由布嘉迪提供技术,久负盛名的奢侈品品牌爱马仕提供内饰及整车风格的设计。

  “内饰全手工打造、可以根据客户对颜色的需求进行不同的搭配,客户可以根据自己的需要进行预订。”Frank表示,一个方向盘皮革的缝制就需要一个工匠花费十几个小时,因此,爱马仕一个月只能生产一辆车的内饰,所以这个爱马仕特别版一个月也只能生产出一辆来。

  据介绍,一般车仪表板通常采用磨砂铝材质,但爱马仕版全部以小公牛皮包裹。坐上该车的乘客还会在仪表板上发现一个设计精巧的小储物柜, 可用来盛放旅行用的各式小物件和一个带拉链的爱马仕钱包。驾驶座位和乘客座位都包裹了双色小公牛皮。将驾驶室和后置引擎隔开的挡板一直以碳纤维材料制成, 此处则包裹了同样优质的真皮材料。真皮挂面的后备箱里设有一个专门与之配套的储物盒,采用带有“Toile H”图案的帆布和真皮两种材料,由爱马仕的工匠们手工制作完成。

  为了突显爱马仕的品位,该车采用了8辐抛光铝合金轮胎,中央蝶形轮锁上烙有字母“H”,轮缘周围的通风孔设计则模仿了爱马仕马鞍线迹的典型样式。

预计今年在华卖6辆

  据了解,今年北京车展上是全球限产300辆的布嘉迪威航16.4首次在中国大陆亮相,然而,仅仅亮相两小时后,这款价值2450万元的超级豪华跑车即被一位中国客户买下,而对该车表示购买意向的客户更不在少数。

  这让首次来华的布嘉迪尝到了甜头。“我们预计2008年能在中国售出6辆布嘉迪威航16.4。”Frank对中国市场信心十足。

  由于汽车消费税税率的提高和进口车必须在此基础上交纳关税等各种税费,所以车价都会上涨,涨幅都在33%左右。据介绍,这款在北京车展上还仅售2450万元的布嘉迪威航16.4在9月1日消费税上涨后售价已高达3200万元,涨幅达30.61%。
