【本刊记者撰述】隆雪华堂认为,近日一批华商集资收购博彩业大马彩公司,并准备将博彩业的盈利捐助公益,尤其是华校,似乎是作为自救的辅助,并没有解决到政府不公对待华文教育,资源与拨款偏差问题。

隆 雪华堂今天发文告称,我国的华文教育,包括华小和独中,由于遭遇教育政策的不公、教育资源与拨款分配的偏差,导致华校在学校建设与发展方面,长期面对经费 不足的问题,必须向社会大众,尤其向华人社会募款。在这样的背景下,任何热心人士和团体如果有意捐款给学校,通常都受欢迎和肯定,甚至不考量或者淡化捐款 者受争议的背景和做法。

华商收购后的大马彩有意捐款给上述学校,捐款送到面前,似乎没有不接受的理由。

就这个问题,隆雪华堂发表文告表明,“任何捐款,都不应该模糊政府对我国华文教育必须承担的责任,况且华文小学还是直接隶属于我国教育体制的一环。”

隆雪华堂认为,上述学校长期所面对的问题,是政策不公的结果;我国的教育资源并不匮乏,然而,在资源分配方面出现严重的偏差。教育团体和民间组织多年来提呈了不计其数的备忘录和建议书,政府当局没有认真看待并且纠正弊端。

“将政府原本应当承担的责任,自行扛在华人社会的肩膀,这种现象固然精神可嘉,也有几分无奈,但始终没有回到问题的根源和症结,即是要求制定和推行公平合理的政策。要是政策公平合理,资源分配没有偏颇,上述学校得到合理的拨款,华社的负担自然减轻了。”

博彩业盈利捐给非国民学校

云顶首脑林国泰发动成立财团,斥资收购丹绒大股东阿南克里斯南旗下的大马彩,所得盈利将悉数捐给非国民学校。

除了林国泰,其他华商有:郭令灿、钟廷森、蔡傌友、古润金、刘楚群、张泗清、黄严庆、饶文杰、郑金炎等。大马彩的买卖交易账面是21亿元,但是阿南克里斯南只收20亿元。

新成立的基金取名“公益金”,从明天开始,大马彩万字票的所有盈利将马上涓滴归公。上述计划也获得政府“祝福”,首相纳吉也允诺主持推介。

Federal scholarships for undergrads, not SPM top scorers from 2012

PETALING JAYA, June 23 — The Najib administration has decided to only give Public Service Department (PSD) scholarships to university entrants instead of SPM top scorers from 2012 to avoid the distress they have caused in past years.

Prime Minister Datuk Seri Najib Razak however said those who do well in the Form Five SPM examination will receive small bursaries instead to pursue their foundation studies.

Scholarships will be reserved if you are able to get very good results (at foundation) and (a) place at top universities,” said Najib (picture) in an interview with the Chinese-language One FM radio station today.

“Giving out scholarships at SPM level is not a good idea... Just because you do well at O-levels doesn’t mean you’ll do well at A-levels,” he added.

Putrajaya gives out 1,500 scholarships annually and has asked government-linked companies to also offer money for top scorers.

MCA president Datuk Seri Dr Chua Soi Lek had said last week public examinations are too easy, leading to a high number of top scorers seeking scholarships.

Asked which universities were deemed “top” institutions, Najib said they would be identified in due course.

The PM also stressed that not all top students will be given overseas scholarships.

“Our universities here need top students as well. Here, we complain our universities are not ranked highly in terms of the world ranking,” he said.

“At the same time we insist on sending our top students abroad. It is a contradiction in terms of what we want to achieve,” he added.

The ranking of public institutions in Malaysia has dived through the years to the point of dropping out of the top 200 universities in the QS World University Rankings last year.

Six out of seven Malaysian universities, however, improved their ranking on the QS Asian University Rankings this year, with Universiti Malaya climbing three spots to 39th, although no Malaysian university entered the top 10 ranks.

Despite Putrajaya handing out 500 special local scholarships recently on top of the 12,000 PSD grants it gives out annually, many top scorers were still disappointed they did not receive government funding to study overseas.

The main bone of contention in the annual allocation of PSD scholarships centres around the 1,500 overseas grants, of which only 20 per cent are decided based on merit.

Nine hundred are given out based on racial quotas, with Sabah and Sarawak natives getting 75 grants each and the remaining 10 per cent to special needs students.

Kampar-born Hyflux chief wins entrepreneur award

KUALA LUMPUR, June 7 — Olivia Lum, founder and chief executive of Singaporean water treatment firm Hyflux, has been named Ernst & Young World Entrepreneur of the Year 2011.

The Malaysian-born businesswoman was crowned two days ago in Monte Carlo after beating 48 other country finalists to become the first woman to win the top prize in the award’s 11-year history.

YTL Group managing director Tan Sri Francis Yeoh, chairman of the judging panel, cited Lum’s “entrepreneurial spirit” and said she was a role model to female entrepreneurs around the world.

Lum, who was adopted at birth and never knew her parents, was brought up in an illegally constructed tin shack with no utilities in Kampar, Perak where floods were common and food scarce.

She moved to Singapore at the age of 15 and supported her schooling through tutoring and sales jobs, eventually graduating with an Honours degree in chemistry from the National University of Singapore (NUS) in 1986.

After three years working for Glaxo Pharmaceuticals as a chemist, Lum quit her job and founded Hyflux in 1989 with S$20,000 (RM 48,832) that she raised by selling her car and condominium.

The company is now listed on the Singapore Exchange, employs 2,300 people across Asia, the Middle East and North Africa and boasts annual revenues of US$450 million.

Customers include Siemens, Hewlett Packard and the Singapore government — Hyflux runs several NEWater plants as well as the republic’s largest desalination plant.

The once-penniless Lum has also been listed as one of Singapore’s 40 wealthiest people by Forbes.

【马新社新闻】首相署部长莫哈末纳兹里说,公共服务局一共发放4000份奖学金给2010年度马来西亚教育文凭(SPM)优秀生。

纳兹里(Nazri Aziz,右图)说,在这4000份奖学金当中,有1500份是保送出国的奖学金,另外2500份是国内奖学金

部长今天在国会下议院问答环节说,在保送出国的奖学金方面,土著及非土著学生得主分别是882及618人。

他说,另有1301名土著学生和1199名非土著学生则获得国内奖学金。

纳兹里说,公共服务局至今仍然保留10%的奖学金份额给来自沙巴和砂拉越的土著学生,今年共有75名沙巴土著学生获得奖学金保送出国。

他说,政府今年共拨出14亿4000万元给公共服务局,作为该局发放给去年度在马来西亚教育文凭优秀生的奖学金。

他说,在这笔款项中,国内奖学金占3亿6000万元,至于海外奖学金则高达10亿8000万元。

KUALA LUMPUR, June 1 — The 86 SPM top scorers who failed to qualify for this year’s Public Service Department (PSD) scholarship grants will be given places in local private colleges and universities, Datuk Seri Nazri Aziz announced today.

The minister said the Cabinet had decided on the matter during its meeting earlier today.

The prime minister and the Cabinet agreed that for those 9A+ who did not get overseas scholarships, the government has decided to send them to IPTS (local private institutions), all 86 of them.

If we send them overseas the cost to finance them will increase to RM52.1 million, but if we offer them IPTS, the cost will be RM21.6 million ... IPTS will eventually take them overseas,” said Nazri.“The degrees which students will be doing locally and under twinning include medicine, engineering, accountancy and bio-technology,” he said. Among the colleges and universities involved are Monash University Sunway, Multimedia University of Malaysia (MMU) and Taylors University College.

Nazri said that SPM students who scored 8A+ and 9A+, who were initially offered diploma courses by the PSD, would now be offered local matriculation programmes on a degree level. These programmes will depend on which courses the students apply for.

Out of the 86 students who appealed, three were Malay Bumiputera, one Sarawak Bumiputera, 71 Chinese and 11 Indian.

Government-owned strategic investment agency 1Malaysia Development Bhd (1MDB) will be offering 500 local scholarships for students who obtained less than 8A+. A meeting will be chaired between Nazri and BN component party members on the matter next week.

PSD currently offers overseas scholarships to 1,500 students with straight 9A+ and above, 2,500 local grants to those with minimum achievements of 8A+ and above and 8,000 local scholarships for diploma or matriculation courses to those who failed to qualify for the first two categories and others.

Cabinet to relook PSD scholarships for next year

KUALA LUMPUR, June 1 — The Cabinet will conduct a thorough review of the scholarship awards process by the Public Services Department (PSD), Datuk Seri Nazri Aziz said today.

“The Cabinet will review the distribution policies of the PSD scholarships. A new policy will be announced after the Cabinet has discussed the matter,” he told reporters today.

Nazri also said the announcement would be made “sometime this year” but declined to elaborate further.

“What we will announce will be to avoid future confusion and to avoid future expectations ... just wait until we review and come up with a new policy.

“The problem is that students are getting better, and a question of affordability (to give out scholarships),” Nazri explained.

AG to go after absconding PSD scholars, says Nazri


KUALA LUMPUR, June 1 — Datuk Seri Nazri Aziz today said legal action will be taken against recipients of Public Service Department (PSD) scholarships who failed to reimburse the government for their study costs.

Those given PSD scholarships are required to serve a government bond upon the completion of their studies, failing which they must repay the financial aid given.

A number of those who obtain PSD overseas scholarships do not return to serve out their bonds.

Today, the minister in the Prime Minister’s Department said action will instituted via the Attorney-General’s Chambers against the undisclosed number of scholarship recipients.

“The A-G has been directed to sue for return of the money... but what we really want is for them to come back,” Nazri told reporters.

The issue of PSD scholarships is a source of communal friction in Malaysia, as a growing number of top students vie for a limited amount of aid each year.

Aside from PSD scholarships, the government also provides educational loans through the National Higher Education Fund Corporation (PTPTN), which similarly experiences a high delinquency rate in repayments.

The PTPTN previously revealed that debtors have repaid just RM2.3 billion of the RM24 billion the corporation has given out since it began in 1997.

Nazri also said that those who do not return to serve out their bonds were mostly medical students.

KUALA LUMPUR, May 24 — Datuk Seri Mohamed Nazri Aziz went on record today to defend the Public Service Department (PSD) against MCA’s accusations of power abuse, saying its officers were “excellent” and had not been negligent in their duties.

He held a press conference in Parliament here this afternoon to clear all confusion over the issue by explaining the mechanics behind PSD’s scholarship awards, including its selection process and criteria.

In his explanation, Nazri reiterated that in tandem with the prime minister’s pledge last year, all SPM students who scored straight 8A+ and above were guaranteed a place in either local or foreign institutions.

He added that the scholarships offered were centered on courses considered critical to Malaysia’s civil service like medicine, dentistry, pharmacy, engineering, science and technology, and social sciences.

“We have two major categories for the scholarship awards. One is the PILN (overseas degree programme) for 1,500 students and another is the PIDN (local degree programme) for 2,500 students, both amounting to 4,000.

“We also offer 8,000 spots in local universities for other qualified students who will get scholarships for matriculation or diploma courses,” he said.

He revealed that of the 4,000 PILN and PIDN scholarships awarded to the 2010 batch of SPM top scorers, 2,183 spots, or 55 per cent, were snapped up by Bumiputera students and 1,817, or 45 per cent, were offered to the non-Bumiputeras.

A total of 16,900 students (7,277, or 43.1 per cent, Bumiputeras and 9,623, or 56.9 per cent, non-Bumiputeras) had applied for PILN scholarships, he said, but only 8,857 made the cut with the minimum academic requirement of straight 9A+ and above.

Nazri also explained that out of the 1,500 scholarships offered for PILN, 300 were given out solely based on merit to the highest scoring students.

“If I’m not mistaken, 363 students qualified for the merit scholarship interviews but we could only give out 300 in the end,” he said.

Nazri also explained that since only 1,500 PILN scholarships were offered to the 8,857 qualified applicants, the remaining 7,357 who failed to make the cut were still allowed to apply within the PIDN category.

As there were only 2,500 spots offered under PIDN, he added, the remaining 4,857 students who failed their interviews would still be eligible for the 8,000 scholarships offered to other qualified students who would be offered matriculation or diploma courses at local institutions.

Nazri revealed that the government was spending a total of RM1.44 billion for the 4,000 scholarships offered under PILN and PIDN — RM1.08 billion for PILN and RM0.36 billion for PIDN.

Nazri also continued to chastise MCA Youth chief Datuk Dr Wee Ka Siong for raising a hue and cry by alleging abuses of power in the PSD without first attempting to clarify the confusion with him as the minister in charge of PSD.

“We have to be fair to the officers. When you are a politician and you attack a civil servant, they cannot defend themselves. I am doing this on behalf of all the excellent officers that we have,” he declared.

Nazri revealed that both the prime minister and his deputy had been briefed on PSD’s selections for the year on May 5, before the awards were announced on May 13.




魏家祥:獎學金分配今年最亂 實在無厘頭

 魏家祥形容,今年海內外獎學金分配是有史以來最嚴重的亂象,官員的分配方式更是“無厘頭”。

 他促請首相拿督斯裡納吉及副首相丹斯裡慕尤丁介入解決問題。

 魏家祥今午在馬華總部召開記者會時,針對今年公共服務局海內外獎學金官員分配科系獎學金不當,感到怒火沖冠,他在記者會上直指負責分配的官員“無厘頭”。

 “我們今天召開記者會是針對今年海內外獎學金發放及分配不當,感到遺憾,這是我們成立這么多年以來,最無厘頭的一次。”

 “所謂的無厘頭,就是這過去包括去年,我們都先處理被鑑定是最優秀的考生,不分種族只看成績,但今年不是。”

 魏家祥透露,今年共有1500名優秀生,當中共有363名考生考獲全科A+,在1500人中,其中有20%(即300分名額)的全科A+考生必須獲得優先處理,另外,沙巴及砂拉越各別擁有5%(即75人)獲得優先處理,共450分名額。

 “但為何450分優先處理的獎學金,無法妥善分配給今年考獲全科A+的363名學生?

 他指出,有關獎學金被分發后,他們接獲的投訴聲稱,考獲10A+及11A+的考生只獲本地大學獎學金,而4A+及5A+卻被安排到海外國家就讀大學。

海內外獎學金分配7大問題

1.應該得到的沒有得到,不應該得到的卻得到。

2.科系及獎學金亂配。

3.考生連私立大專院校獎學金也得不到。

4.獎學金延遲公佈日期,巧遇週末,考生求助無門。

5.考生接受獎學金的答复日期應延長。

6.預科班或許出現名額有限問題。

7.考生要求更換深造國家。

PETALING JAYA: The Cabinet has decided that all students who scored 8A+ and above in the Sijil Pelajaran Malaysia (SPM) 2010 will get a Public Service Department (PSD) scholarship.

MCA deputy president Datuk Seri Liow Tiong Lai said Prime Minister Datuk Seri Najib Tun Razak was very happy with the SPM results and wanted to reward more good students.

“We want to train more people and encourage good students further,'' he said, when contacted by The Star.

Yesterday, Deputy Education Minister Datuk Dr Wee Ka Siong also tweeted about the good news decided by the Cabinet on Wednesday.

In his tweets, he said that such a move was commendable.

“Indeed (the) Cabinet is adopting (a) colour-blind policy and (is) sincere in helping top students of all races,” Dr Wee said.

However, he could not be contacted for further comment.

In July last year, Prime Minister Datuk Seri Najib Tun Razak said all students who scored 9A+ or more would receive PSD scholarships regardless of their race.

Najib added it did not matter if they were Malay, Chinese, Indian, Kadazan, Iban or others, adding that as long as they scored 9A+, they would get the scholarship, either for local or overseas studies.

He said this was to show that 1Malaysia was not just a slogan.

During the announcement of the analysis of the SPM 2010 results in March, Education director-general Datuk Abd Ghafar Mahmud said this year's SPM results have so far been the best in four years.

He said a total of 403 candidates comprising 363 from government schools and 40 from private schools or private students obtained A+ (super distinction) in all subjects last year compared with 214 in 2009.

Abd Ghafar said this was the second year the ministry had used the new grading system with students graded according to A+, A, A-, B+, B, C+, C, D, E and G as compared with the previous standards where the grades were from 1A to 9G.

This method gives a detailed breakdown of candidates who obtained grade A in the examination, he added.

百万人外流三分一是人才 我国华裔外流情况最严重

【本刊梁志华撰述】世 界银行(World Bank)最新发布的报告显示,截至2010年为止,分散在外国的马来西亚人保守估计高达100万人,其中有三分一是受过高等教育的高技能人才。相关报告 更进一步显示,马来西亚不仅面对人才大量外流,而且这些人才外流主要集中在五个国家,其中新加坡一国就独占54%的马来西亚人才

与 此同时,世界银行的报告调查结果也反映出,马来西亚人才外流的主要三大原因,是事业前途(Career Prospects)、社会不公平(Social Injustice)以及薪酬待遇问题。在这当中,以马来西亚华裔国民外流状况最为严重,占分散在国外的马来西亚人高达60%至88%比重。

为此,世界银行认为,马来西亚必须通过增强生产力和推动包容性(Inclusiveness)政策,而且必须积极投入全球人才的争夺战中,以确保我国能够发展、吸引以及保留人才,为2020年迈向先进国行列做好准备。

世界银行亚太区资深经济学家费利普(Philip Schellekens)在今天配合世界银行的《马来西亚经济观察:人才流失》(Malaysia Economic Monitor: Brain Drain)报告书推介礼,特别针对这份报告书在现场发表演讲。

百万人外流,三分一是人才

费利普在演讲中指出,人才外流(Brain Drain)是马来西亚目前面对的中期挑战。他表示,马来西亚需要人才来协助国家实现2020年宏愿,但是,马来西亚人才似乎有离开这个国家的趋势。

这份刚出炉的世界银行报告显示,马来西亚保守估计有高达100万人分散在国外,其中有三分一(或相当于33万5000人)是受过高等教育的高技术人才。

此外,相关报告更进一步显示,马来西亚不仅面对人才大量外流,而且这些人才外流又高度集中化的趋势,主要集中在五个国家(新加坡、澳洲、汶莱、美国,以及英国)

费利普(左图)指出,根据2000年的资料显示,分散在国外的马来西亚人中,有83%集中在上述五个国家。其中,新加坡就独占46%比重。他表示,流向新加坡的马来西亚国人,在过去20年来增加了近三倍。

此外,新加坡也成为马来西亚高技能人才外流的首选国家。他指出,在新加坡居与工作的马来西亚高技能人才,在1990年代只占10%比重,到了2000年已上扬至23%,并2010年激增至35%比重

按照世界银行的计算模式,最有可能的情况是,截至2010年为止,分散在国外的马来西亚人中,新加坡独占了57%,而高教育人才外流中,有54%的人才外流到新加坡。

社会不公平导致人才外流

“马来西亚在面对人才外流的情况之际,流入马来西亚的高技能人才,并不足以填补人才外流的缺口。因此,人才外流已经导致马来西亚的高技能劳工出现素质下滑的情况。”

他指出,60%移居马来西亚的外国人,只有小学或更低的教育程度。此外,从2004年起,受高教育或熟练的外国劳工,则出现下滑25%的情况。这进一步削弱马来西亚的人才素质。

此外,世界银行也配合这份报告,向马来西亚人进行一项民调,民调结果反映出,马来西亚人才外流的主要三大原因,是事业前途(Career Prospects)、社会不公平(Social Injustice)以及海外的薪金福利(compensation)。

其中,有高达66%的马来西亚人认为,“海外的事业前途更加乐观”、60%的受访者认为,“社会不公平”是导致人才外流的原因,而54%的人则认为,“海外提供更具吸引了的薪金和福利”,是促使我国人才向外流的因素。

落实包容性政策

另一方面,在马来西亚外流的国人中,以华裔国民的外流状况最为严重,占60%至88%比重。其中,外流到新加坡的马来西亚人中,有88%是华人,比较6%的马来人和5%的印度人。此外,外流到美国的马来西亚人中,华人就独占了的61%。

为此,他认为,马来西亚必须通过增强生产力,推动以及绩效和需求为基础的包容性(Inclusiveness)政策,而且必须积极投入全球人才的争夺战中,才能确保我国能够发展、吸引以及保留人才,为2020年迈向先进国行列做好准备。

根据世界银行在今年展开的一份调查显示,87%的马来西亚人认为,只有从种族性的扶弱政策,转向以需求和绩效为基础的扶弱政策,外流到国外的人才会考虑回流马来西亚,而82%的人则认为,政府和公共领域必须取得正面与根本性的改变,才能吸引人才回流。

首相署部长诺莫哈末(Nor Mohamed Yakcop,右图)自稍后的记者会上表示,首相纳吉在一个马来西亚理念下,积极推动包容性的政策,而且还通过推动经济转型计划,来创造高技能就业机会某一边吸引人才回流马来西亚。

“人才是否考虑回流,也受到罪案、教育、房屋、交通、居住环境等因素的影响。我们通过国家关键成效领域(NKRA)来解决这些问题,我们将创造一个可以吸引人才回流的环境。”

他强调,政府在1个马来西亚理念下,提倡包容性政策,因此,身在国外的马来西亚人不应该建立一个正确的思维,即回国效力不会面对排斥或歧视的情况,而且,这些人才的事业前途也不会面对任何局限。

《连环扣》充斥种族主义 ,45团体反对列为文学课本

【本刊记者撰述】隆雪森柔槟四州华堂、林连玉基金、五大宗教理事会、淡米尔基金、《连环扣》全国行动小组(NIAT)等45个团体联署反对政府继续把《连环扣》(Interlok)用作中五国文科文学课本。

联署文告抨击《连环扣》全书充斥马来人主权(Ketuanan Melayu)意识形态,试图巩固华人和印度人是外来移民的印象,刻板化三大族群之间的负面形象和社会关系。

联署文告促请社会大众关注,《连环扣》并非“中五马来文学”(Kesusasteraan Melayu)科目的课本,而是“中五马来文”(Bahasa Malaysia)科目的“文学部分”(KOMSAS - Komponen Sastera or literature component)。换言之,此书是所有中五国中生必读必考的科目,长久而言必定荼毒学子的思想,这是非常严重的。

文告指出,《连环扣》通书充斥着令人极度不安的马来人主权意识,因此担忧学生将代代被灌输“你主—我客”的不平等地位观念,继续视华人、印度人和其他群体为二等公民。

“《连环扣》和灌输种族主义思想的国家干训局(Biro Tata Negara)有异曲同工的作用,为分裂族群和破坏国民团结埋下伏笔。”

不符合教育部指南

文告表示,并不以为《连环扣》符合教育部的指南。《连环扣》全国行动小组指出,中学综合课程(KBSM)撰写课本指南提出六个标准,这本小说违反其中五个标准。教育部至今还没有对此作出解释,《连环扣》为何能够通过官僚审查而成为课本。

“虽然政府已经修改19处敏感字眼,但是《连环扣》独立审查小组既然提出106项修改建议,可见这本小说有许多问题是不容置疑的。加上三名印裔代表宣布退出独立审查小组,我们认为目前的解决方案缺乏公信力。”

尊重自由但不适列为教科书

文告促请政府以其他文学著作取代《连环扣》成为中五马来文科目的文学课本。

文告表示,尊重小说作者的创作自由。《连环扣》小说无需被编辑删减,也应被允许在市场上自由流传,接受社会大众的检验和批评。但它不应成为中学的教学课本。

“长久而言,我们促请政府制定更透明和严格的教学课本审查机制,委任德高望重的各族群学者、作家和社会贤达担任审查委员。教学课本的审查须有平衡的意见和各族群的平等参与。”

Tougher British entry rule for foreign students

KUALA LUMPUR: Britain has announced tougher entrance criteria for foreign students from next year, with work entitlements affected and the post-study work route scrapped.

The British High Commission, in an immediate reaction here, assured that Malaysian students would be spared the brunt of the stricter student visa regime as they were of “high quality and value.”

The changes, effective April next year, follows a major public consultation exercise on reforming the Tier 4 (students) points-based visa system after a Home Office review revealed widespread abuse.

The recently-concluded exercise sought views on a wide range of measures to limit foreign student intake, reduce net migration and prevent abuse by foreign students, with about 30,000 proposals received over eight weeks.

The overall period of a student visa is to be limited to three years at lower levels and five years at higher levels. There is no time limit for study at or above degree level.

The Tier 1 (post-study work) route, which allows students two years to seek employment after their course ends, will be scrapped.

Only international graduates with an offer of a skilled job from a sponsoring employer under Tier 2 (skilled workers) will be able to stay to work.

The other main changes announced by British Home Secretary Theresa May in London were:

> From April 2012, all British institutions wanting to be sponsors will have to be Highly Trusted Sponsors and become accredited by statutory education inspection bodies by end 2012;

> Those coming to study at degree level will have to speak English at an upper intermediate (B2) level;

> Students at universities and publicly funded further education colleges will retain current work rights while studying but all other students will have no right to work;

> Only post-graduate students at universities and government-sponsored students will be allowed to bring dependants (presently all students on longer courses can bring dependants).

British High Commissioner Simon Featherstone told The Star that there would be “little substantive change” as far as Malaysian students were concerned due to their standing.

“These changes seek to drive visa abuse from the system to ensure that they (Malaysian students) continue to receive the very best in British education and that we continue to attract the brightest and best,” he added.

About 6,000 Malaysian students leave each year to study in Britain, which remains the top study destination for Malaysians.

KUALA LUMPUR: Malaysian students applying for British visas could soon face more anxiety.

The British High Commission is to cease processing visa applications under Tier IV (students) and those applying under other tiers.

From November, the decision to grant or reject British visas for Malaysians will be made by the British visa centre in Manila.

Britain has increased the visa fee for Malaysian students from £220 (RM1,034) to £255 (RM1,198) effective April 6, but High Commission officials said this was not connected to the outsourcing of applications.

A source assured The Star that the timeframe (within 15 days) to grant visas would be maintained.

He explained that visa applications would be collected here and couriered to Manila at no cost to the applicant.

The only change is that the visa decision-making will be made in Manila instead of in Kuala Lumpur.

“We will bear the extra costs but the challenge is to maintain the quality of service,” he said, adding the move was to reduce costs and streamline the processing of British visas as part of a global strategy.

High Commission sources confirmed that Wisma Putra was notified of this development last week.

The High Commission handles an average of about 6,500 visa applications from Malaysian students each year, with June to September usually the peak period.

An official said it was not feasible to maintain a visa processing unit at the High Commission when it was active for only four months.

The post of Manager, Visa Services for the UK Border Agency here would be abolished and about 10 local employees would be affected, he added.

Foreign Minister Datuk Seri Anifah Aman said he was aware of the High Commission’s notification.

“We were informed that this was being done in other regions and applies to several other countries as well.

“I have instructed my officers to follow up on this matter with the High Commission to ascertain the reasons and the processes involved to safeguard the interest of our students applying for British visas.”

Wisma Putra secretary-general Datuk Radzi Abdul Rahman confirmed that a meeting would be held with British officials soon.

新任狮城高级律师源自森州 ,吉祥问纳吉如何阻人才外流

继马来西亚学生一连三年成为新加坡状元生后,该国新任的高级律师竟然也是来自森美兰的马来西亚人,民主行动党国会领袖林吉祥点出,这突显出马来西亚严重的人才外流问题。

也是怡保东区国会议员的林吉祥发表声明指出,继昨天一名来自马来西亚的16岁谢佩芸一连三年成为新加坡的状元生之后,他今天又注意到上周五另一则新加坡的新闻报道,突显出马来西亚严重的人才外流问题。

根据《亚洲新闻频道》的“两名律师被委任为高级律师”报道:

新加坡讯:两名拥有超过50年经验的律师被委任成为资深律师,他们是63岁的马丁以及46岁的陈凌新。

这是新加坡大法官陈锡强在星期五为新司法年主持开幕时做出宣布。

这项委任认同的出色律师的表现,其在司法界的地位被誉等同于英国女皇律师。

这是由一个包括陈锡强、律政司山达德期斯及上诉庭大法官赵锡焱等组成的委员会遴选出来的。

马丁在1972年加入法律服务,并曾担任高庭主簿。他也在南洋理工大学教导法律。而陈凌新曾任联合国法律人员,并出版有关国际法的著作。

马丁说:“这项高级律师的委任反映了从前的作业及标准还维持着。它也点出未来必须维持的标准。它也是未来表现的特定标准。”

陈凌新说:“这项委任所带来的声誉将令其他原本不认识新加坡律师的客户或公司,首先想到这里有一个他们应该咨询的法律界人才库。”


陈凌新从未在大马工作过

林吉祥指出,从没有在马来西亚工作过的陈凌新,早年就读于森美兰的圣保罗学校,毕业自马来亚大学法律系,之后在郭氏基金的资助下负笈英国剑桥大学深造。

他指出,上述是马来西亚人才日渐衰竭的最新例子,它为马来西亚的国际竞争力及国民建设造成深远的影响。

“人才机构能够做什么来找出这些人才,留住他们,并吸引他们回国?纳吉有没有政治意志力来全面推动政治、经济、教育及国民建设改革,并说服马来西亚人及其它人相信:大马让每个人拥有平等机会,为每个人及每个家庭获得良好生计、提供安全快乐生活的土地。?”

他也质问,除了设立人才机构,首相纳吉在过去18个月担任首相期间,在政策及制度方面做了什么努力,来遏止人才继续外流?

(BBC)英伦网报导 : 英国留学生,毕业不得留下工作

(伦敦8日讯)英国政府出台新的移民政策,在新的条例下,到英国留学的外国学生完成学业后,将不能留下来找工作。

英国广播公司(BBC)英伦网报导,据英国内政部起草的新方案,来自欧盟以外的英国留学生,毕业后必须返回原住国,不能留在英国申请毕业后就业签证(Post study work,即PSW签证)。

PSW签证过去几年在英国开始流行,深受海外学生的欢迎。签证期限也从最初的一年延长到目前的两年。

如今,英国政府希望加强对外国学生入境签证的管制,来解决非法移民利用学生签证进入英国的问题。

本科以上才获签证

英国内政部的统计显示,留学生目前佔了每年进入英国的移民人数的2/3。为了在2015年前,把英国淨移民人数从20万削减到10万以下,政府计划减少学生签证。

此外,根据新措施,只有到英国就读本科(bachelor degree)以上的课程,才能获得学生签证。内政部的数据显示,在英国留学的非欧盟学生当中,有26%其实是冒牌学生;而本科以上课程的,只有2%是冒牌学生。

这些冒牌学生拿了学生签证进入英国后,根本懒得去上学,而是进入「地下经济」,非法打工去了,登记的地址也找不到人。

新规定还缩短了学生可以打工的小时数,依亲签证也受到进一步限制。

另据路透社报导,每年有成千上万外国学生到英国的大专学府读书,他们主要来自中国、印度和爱尔兰,留学生的人数在去年更是创下最高纪录。

主管移民事务的部长格林表示,英国政府欢迎高素质、真正想唸书的学生到英国留学一段时间,然后在学成后回到自己的国家。

格林说:「吸引来自国外的有才华的学生,对英国很重要,但是对谁可以来,以及他们可以逗留多久,我们一定要更有选择性。」

格林透露,有太多学生到英国修读大学本科以下的课程,这些人其实是到英国去生活和工作的,因此政府必须阻止这种行为。

《卫报》报导,多达12万来自欧盟以外的外国学生,在英国修读大学本科以下课程。

港大大马学生, 槟优秀生尤革仁, 获选赴剑桥交流

(槟城17日讯)泰晤士报亚洲大学十大排名榜首的香港大学,今年首度遴选及提供奖学金保送学生前往英国剑桥大学进行交流计划1年,来自槟城的优秀生尤革仁唯一获选中,为大马争光,也引起一片哗然!

尤 革仁为港大电子工程系第二年级学生,在考试中获得第一名及数学第一名,他在校方发出的电邮中,获悉校方遴选及提供奖学金予学生前往英国剑桥大学进行交流计 划1年的消息,于是前往申请,经过港大及剑桥大学教授的面试,凭着优秀成绩及课外活动取分,终获教授的青睐,选中他代表港大前往进行这项交流计划。

他说,港大全包他1年在剑桥大学就读的学费、宿舍费及生活费,并不附带任何条件来约束他

他说,当遴选结果公布时,许多人都感到意料之外,甚至有同学揶揄说:“港大遴选代表到英国剑桥大学进行交流计划,应该是选派香港学生,怎麽会选中来自大马的革仁呢?”

革仁说,港大的学生除了香港本土学生之外,也有大批是中国各省份的顶尖优秀生,大伙儿称他们为省状元,在港大就读的竞争力很大。

从香港飞回大马,准备于下个月起程飞往英国的他,感到紧张的是要到一个完全讲英语的环境,而且课程的接轨方面也难免让他有些担心。

虽然如此,在面对课业重重压力之外,他会打篮球做运动来解压。

读书心得

学业成绩杰出的他说,读书不是全部,革仁说:“我也非常注重人与人的交流及课外活动。”

尤妈妈在旁说,革仁从来就不玩游戏机,他会尽量争取时间作运动及参与课外活动。

革仁说,运动让他磨练意志力与加强克服困难的能力,尤其是运用在克服学业的难题上,面对问题就勇于向师长发问或上网搜寻找到资料为止。

面临考试他一天只睡4个小时,平时每天清晨6时即起身,一天只睡6个小时,尤爸爸说,当他在工厂值夜班的时候,午夜12时过后,革仁才搭着巴士从港大图书馆要回宿舍。

他说:“大马的教育制度尚追不上其他国家,外国学生比较早受教育之外,数学、物理科方面也比我们强,我们唯有战战兢兢的在后穷追。”

他也说:“在先修班就读时,我们分为4、5人小组讨论,同学一起认真读书、讨论工课的日子,让大家获益不浅。其实,掌握读书技巧及了解整个过程与理论最为重要。”

革仁认为,一个人最大的敌人是自己,所以信念最为重要,锁定目标,设定方法及自我检讨,这样很多理想就会实现。

回国工作

革仁说,香港办事效率高,交通系统完善,由于人口太多、环境使然人也比较现实,在那里的工作环境可能不是很好。

因此,他说,毕业之后,如果有机会,他还是会考虑回国工作。

在港大深造的大马学生非常少,革仁说:“我们与香港钟灵校友会的学长3、4个月聚会一次,在那里会员已超过百人,学长们有50至60%是当医生、当中也有从商或开补习班,他们都很热情的对待我们这批学弟们,尤其是新春佳节,我们一起开心的庆祝。”

他说,在大学里,他与中国内地学生是属于君子的点头之交,毕竟大家来自不同的环境与背景,中国的状元生在家里受父母的宠爱惯了,作风也比较我行我素。

回想起在槟城求学时期,他说,槟城的公共图书馆太少了,当年他常背着大书包,在位于苏格兰路的公共图书馆外等位子,那种考试欲来无处读书的日子许多学子都经历过。

他希望政府建立更多的公共图书馆,提供学生更优质的读书环境。

他更希望政府提供更多的奖学金培育更多优秀人才,避免我国人才一直外流。

赴港之路

22岁的革仁,协和小学毕业后,升上钟灵中学至修班毕业,获得港大录取及提供一半的奖学金,另外一半的奖学金由亲人拿督林嘉水赞助,带着满怀的抱负于两年前赴港大修读电子工程系。

革仁说,身在国外家人的关心非常重要,父亲尤荣荣(工厂主管),母亲沈明乔(家庭主妇),在他中学时代就不断的培育他。

“在我就读先修班的时候,父亲的业务面对经济风暴,家庭经济状况也不好,母亲说如果我要继续学业唯有申请到奖学金,否则得出来社会工作。”

他说,当初他有考虑申请本地大学,不过,为了增广见识,他立下出国深造的目标。

他说,那时他除了拼学业之外,也不断的上网搜寻资料及申请香港大学、新加坡南洋理工大学及香港理工大学的奖学金。

结果,同时获得港大及香港理工大学录取及提供奖学金支助,他说,他选择了港大,虽然奖学金只得一半,也获得母亲的堂姐夫拿督林嘉水答应赞助他一半的奖学金,让他终于松了一口气。

他说,在港大就读,一年的学费、宿舍费、生活费,至少11万令吉

革仁说,他考到港大电子工程系第二年级第一名及数学第一名之后,校方提供的奖学金数额也增加,以资奖励他。

泰晤士报世界大学排行榜 马大跌出200名

(吉隆坡16日讯)权威杂志“泰晤士报高等教育世界大学排行榜”,公布2010年-2011年大学首200名排名,所有大马大学都被挤出榜外!

国内最顶尖的马来亚大学在去年排名,还处在第189位,是唯一一所可挤进200大本地大学,今年却无法挤进榜。

中国是亚洲之冠

其他本地大学的去年排名,则是国大第291位、理大第314位、理工大学第320位和博大第345位。

《泰晤士报》大学排名编辑皮尔巴迪指出,该排名是为全世界大学进行评分,列出最佳大学。

“我们对排名具有包容性感到欣慰,评估众多大学,而且竞争激烈。”

他坦言,对于致力打造成为世界高等教育学府的马来西亚来说,这个结果的确残酷。

《英国泰晤士报高等教育专刊》(Quacquarelli Symonds,QS)今次采用新的计分方法,即运用国际权威资讯机构Thomas Reuters数据,从大学研究、教学和知识传授方面评分,而不是大学的知名度和历史。

在排名榜中,美国共有7所大学占据鳌头,名列前10名,其中哈佛大学更是名列榜首

在英国方面,获得最高评分的是剑桥大学和牛津大学,同样位于第6位。中国也有6所大学入榜,是亚洲之冠,排名最高的是北京大学。


The Times Higher Education 2010-2011 Rankings issue has just been released. United States dominated the rankings with seven institutions ranked in the top 10 and 27 in the top 50 globally. Harvard had an overall score of 96.1 and ranked no. 1 in the world, followed by Caltech (2nd), MIT (3rd), Stanford (4th) and Princeton (5th).

UK has three institutions ranked in the global top 10, with Oxford and Cambridge ranked joint 6th globally, followed by Imperial College London (9th).

In Canada, the University of Toronto is the highest ranked institution in the country (17th globally), followed by University of British Columbia (30th) and McGill University (35th).

Swiss Federal Institute of Technology in Zurich is the only university outside North America and Britain to be ranked in the top 20 globally.

New Singapore medical school to be created by Imperial and Nanyang Technological University

A new medical school training undergraduate doctors in Singapore and awarding joint Imperial College London and Nanyang Technological University (NTU) degrees is to be established by 2013, it was confirmed today.

The medical school, an autonomous school of NTU which will be jointly managed by NTU and Imperial College London, will see Imperial developing and delivering a course overseas for the first time.

The new medical school will admit its first cohort of 50 students in 2013, the majority of whom will be Singaporean. At steady state, over 750 students will be enrolled in the five-year Imperial-NTU undergraduate medicine degree course, and approximately 150 new students will be admitted annually.

The main aim of the medical school, which will be the third in Singapore, will be to train more high quality doctors and medical leaders. The students will gain the skills required to meet the present and future needs of Singapore's healthcare system to support a population that is living longer.

Few potential Singaporean medical students have the opportunity to study at Imperial or other UK medical schools, regardless of their academic ability, due to a cap of 7.5% on international students attending the UK's schools.

Sir Keith O'Nions FRS, Rector of Imperial College London, said:

"We are extremely proud to be working with Singapore, a country we have long admired for its support and application of world class science, engineering and medicine.

"We have many members of the Imperial family already in Singapore - the country is home to nearly 2,000 of our alumni. Imperial has educated and trained doctors since 1988, when St Mary's Hospital Medical School in Paddington, west London, merged with the College. Subsequent mergers with undergraduate (Charing Cross and Westminster) and postgraduate (Royal Postgraduate Medical School and the National Heart and Lung Institute) medical institutions led to the formation in 1997 of Imperial's School of Medicine, which today is one of the largest in the UK.

In 2010, over 2,000 undergraduates and 500 postgraduates studied medicine courses at Imperial. Its undergraduate medicine course, ranked one of the top three in the UK, teaches students using innovative e-learning methods and patient-care simulations, which the curriculum of the new medical school in Singapore will seek to develop further. Students of the new school will be based on the NTU campus for the first part of the course, but throughout their training will be taught in a variety of settings to gain insight into different healthcare models. These will include working alongside GPs in primary care and benefitting from clinical experience in local hospitals.

The new medical school will be funded by NTU, a publicly-funded university, and will be jointly managed by Imperial College London and NTU. The school will have its own governing board with representatives from Imperial, NTU and other Singaporean stakeholders such as the Ministry of Education, Ministry of Health, and the National Healthcare Group. The partnership agreement between Imperial College and NTU covers an initial term of 18 years.

The school's founding Dean will be Professor Stephen Smith FMedSci, Principal of Imperial's Faculty of Medicine and Chief Executive of Imperial College Healthcare NHS Trust. Professor Martyn Partridge, who holds Imperial's Chair in Respiratory Medicine, will be Senior Vice Dean and will work full-time on the project in both London and Singapore.

1. Singapore's two current medical schools are the Yong Loo Lin School of Medicine, founded in 1905 and part of the National University of Singapore, and the Duke NUS Graduate Medical School, a collaboration between Duke University, USA, and the National University of Singapore which began teaching students in 2007.

2. About the new undergraduate medicine course

The five year course will teach students the scientific basis of medicine, how to handle the doctor-patient relationship and offer clinical experience. The basic science of medicine will be taught where possible by clinicians and the clinical experience will emphasise the important role of primary care. The curriculum, which will be developed in detail by Imperial and NTU during the first phase of work on the new medical school, will seek in particular to benefit from NTU's t echnological ex pertise and close links with the Nanyang Business School. As in the courses taught by Imperial College London in the UK, the new medical school's curriculum will be delivered using a breadth of methods, including e-learning modules, simulations, lectures, seminars, apprenticeships, and problem based learning.

The new medical school's primary clinical training partner will be the National Healthcare Group (NHG). The NHG is a leader in public healthcare in Singapore, recognised at home and abroad for the quality of its medical expertise and facilities. With its integrated network of primary healthcare polyclinics, acute care hospitals, and national specialty centres, the NHG will provide good clinical training support to the new medical school. It will offer students access to a wide range of services and patients, as well as opportunities to accumulate experience in treating a variety of diseases during their training.

Exchange opportunities for Imperial medical students based in London and the new medical school's students based in Singapore, may become available.

3. Links between Imperial College London and Singapore

Collaborations between Imperial College London and Nanyang Technological University include the delivery of joint PhD programmes in bioengineering and chemical and biomolecular engineering, following an agreement signed in April 2009. For both institutions the collaboration marked the first time they had offered a joint PhD programme with another university.

Imperial also collaborates with the National University of Singapore to deliver transferable skills courses and a joint PhD programme, launched in August 2010, which allows PhD students across various disciplines to spend half their time working at each institution.

The A*STAR (The Agency of Science, Technology and Research in Singapore) -Imperial partnership (AIP), launched in 2004, allows Singaporean students based at A*STAR Research Institutes to undertake research and training while pursuing a PhD in the fields of biomedical sciences, physical sciences and engineering or computer sciences with Imperial College London.

In 2009-10 338 Singaporean students studied at Imperial College London. The College is in contact with 1,839 alumni based in Singapore.

Mr Lee Kuan Yew (the first Prime Minister of the Republic of Singapore), Mr Lim Chuan Poh (Chairman of A*STAR and a member of NTU's Board of Trustees), Professor Bertil Andersson (NTU's Provost), Mr J. Y. Pillay (former Chairman of Singapore Airlines) and Mr Philip Yeo (Chairman of SPRING - the Singapore enterprise development agency) have all previously been admitted into the Fellowship of Imperial College London.

4. About Imperial's School of Medicine

Imperial College London merged with St Mary's Medical School in 1988. Subsequent mergers with Charing Cross and Westminster Medical School, the Royal Postgraduate School and the National Heart and Lung Institute led to the foundation of the current School of Medicine in 1997.

In the academic year 2009-10, the School of Medicine taught 2,069 undergraduates and 541 postgraduates. Teaching takes place across several hospital campuses in west London, including the Chelsea and Westminster, Hammersmith and St Mary's campuses, where students gain clinical experience.

Notable medics from history associated with Imperial College London include Alexander Fleming who discovered penicillin in a laboratory at St Mary's Hospital, and Rodney Robert Porter who also worked at St Mary's Hospital and was awarded a Nobel Prize in 1972 for determining the exact chemical structure of an antibody.

剑桥首次力压哈佛称霸 港大膺亚洲第一学府

(香港8日综合电)由国际高等教育研究机构Quacquarelli Symonds(QS)主理的全球大学排行榜,本年度排名揭晓,自2004年起称霸榜首的美国哈佛大学,今年被英国剑桥大学追过;香港大学排名最高(23 位),并以此成绩击败老对手东京大学(24位),成为亚洲区大学一哥。

该排名自2004年起由泰晤士高等教育(THE)及QS合作推出,但双方今年拆伙各自推出大学排行榜,其中QS访问全球逾5000名雇主及超过1万5000名学术人员,抢先在周二公布结果。

港大超越东京大学

首10大院校全属世界知名的英美大学。首三位分别由剑桥、哈佛、耶鲁占据,剑桥凭出色研究表现,7届以来今年首次压倒哈佛成为世界一哥;10大之中,以美国麻省理工学院升幅最大,由去年第9升至第5名。

中大科大仍入50位

香港大学(港大)早前已于QS所作的两次亚洲大学排行榜中蝉联亚洲第一,但于全球排名中一直无法超越日本东京大学。今年港大排名由去年24升至23名,虽仍不及2007年最高排名18位,但对手东京大学却由去年22名降至24名,此消彼长下,港大名正言顺成为亚洲区排名最高的学府。港大校长徐立之指不同排名机构会采纳不同指标,而衡量一间大学成功与否,排名不是唯一的标准。

香港中大及香港科大今年仍能打入全球50位,香港科大由去年35名降至 40名,香港中大则由46名升至42名,两者差距收窄;而香港城大及香港理大则分别排129及166位。QS认为,香港院校仍能巩固其国际地位,有三间大学打进50大;不过同时有大学排名下跌,因此不宜自满。

至于由THE与汤森路透(Thomson Reuters)合作的另一排名已几近完成,据悉,香港院校表现不俗,有院校能打入排行榜50大。有关排行榜将于下周四(16日)公布。

有大学高层指,QS排名准则7年来没有变化,除非排名落差太大,否则院校反应不会太大。相反,即将公布的THE调查反而带来压力,“THE计分方法不一样,加上又会是《泰晤士报》出,真的会影响海外招生同交流情况”。

"No Ordinary Jho" - Harrow School, London, UK

The Star's worldwide exclusive on Low Taek Jho hit the street yesterday. Instantly Jho Low, aged 28, became the favourite son of every Malaysian mother and father. For some he became the very anti-thesis of success. But like it or not he is a Malaysian and according to news account he has done tremendously well according to the world's yardstick. He took USD$25 million and through portfolio investments and later private equity, turn it into USD$1 billion. And he did it while he was still studying in Wharton one of the top business school in the US together with Harvard and Kellogg.

Certainly he is not a "orang kaya baru" as his family is rich. He father has the foresight to send Jho to this prestigious school in UK to do his A-levels. Harrow School is a 30,000Pound a year boarding school. It is favoured by businessman and royal families from Asia. It is business equivalent to aristocrat Eton which is known to educate the nobility of the UK.

So were it the school and university that Jho went that help him in his success? Was it the "Right place, right time and right people" that contributed to his succes? As many Malaysian parents would have pointed out a good school is important not just for the education but also the who's who within. To those who can afford the 30KPound this is certainly no big deal. But how far will a family go as far as investing their retirement fund in their child's education?

My family and I visited Harrow School in 2005. It is part of our desire to plant some seeds of greatness into our son. With UK having 7 of her Prime Ministers from Harrow, it certainly has a great tradition in scholarship and statesmanship! My son did study in one of the Harrow family of schools in Bangkok, Thailand called Harrow International School for 4 terms while my family was living there. And certainly my son was very excited to hear this piece of news yesterday. He is certainly no Jho Low but I hope he can learn the positives from Jho's life and work hard and be successful.

首相:SPM考9A+ 各族学生享公共奖学金

(吉隆坡10日讯)首相拿督斯里纳吉宣布,凡是在大马教育文凭(SPM)中考获9科A+的优秀学生,都可获得公共服务局奖学金。

“无论这批优秀生是选择在国内或国外就读,他们都可以获得公共服务局奖学金。”

纳吉是在周六主持国大党第64届大会致词时,宣布公共服务局将不分种族的颁发奖学金予在大马教育文凭考获9科A+的优秀学生。

另外,他也指出,共有高达92.2%的印裔学生成功申请进入本地国立大学。

他说,共有4541名印裔学生申请进入本地国立大学,符合资格的学生则有2499名,而成功申请进入国立大学的则有2309名。“因此,若以符合成绩标准来计算进入国立大学的印裔学生,已高达92.2%。”

警告国大党勿搞内乱 免印裔族群更加分裂

首相拿督斯里纳吉警告国大党领导层勿搞内乱,以避免造成原本仅有9.8%的印裔族群更加分裂。

“不要让领导层的问题削弱国大党的力量,也不要因为国大党党内政治分歧而分心,因为内部政治将会摧毁(党)”

“我的请求是...不要打击和摧毁国大党,你们必须选择你们的领导,使国大党在印度社群中更加强大。”纳吉也是国阵主席,他是在周六主持国大党年度大会致词时,这样指出。

同时,他也谴责在为了实现自己的政治目的,而利用媒体挑拨离间造成印度社群分裂的领袖。

“我看到淡米尔报纸...当你为了自己的政治目的而利用报纸时,你也正在摧毁国阵。淡米尔文报章应该成为团结印裔社群的工具,告诉印裔,政府的政策如何能够协助他们”纳吉说。

“正如你们所知,我们现在正处于一个十字路口,不仅是在国大党,同时也包括巫统和国阵成员党。在第12届大选的结果显示,所有国阵成员都必须自我反省,看清自己的优点和弱点。

另外,纳吉也呼吁国大党与“好的非政府组织”合作。

他说,“跟他们合作,不要排挤他们。假如我都能够跟他们合作,为什么你们不能呢?”

要稳定强大 须弃等级制度

纳吉指出,若国大党想要稳定和强大,那么他们就必须取消“种姓制度”(等级制度Caste)的分配。

他说,国大党应该选择有能力的领导人,而不能以“种姓制度”来分配(党职),因为这种做法是国大党无法负担的。

“我不知道我是不是可以这样说,但若国大党想要更加强大,那么就不应有政治“种姓制度”,这不应该成为政治的关键因素。”

“我希望我国成为一个流动性的社会,我知道这种做法(种姓制度)依然存在...但是你不能以“种姓”为选择。”

他认为,若“种姓制度”持续下去,将导致国大党面临选择领导人的严重障碍。

他强调,国大党领导层应以能力和技能选择领导层,而非“种姓”。

“我们巫统里头并没有奉行(种姓制度)。我们有割胶工、渔夫的孩子成为州务大臣的例子。”

此外,也是国阵主席的纳吉承诺,国阵将愿意协助国大党解决它所面对的问题,包括麦卡控股的课题。

他声称,正在协助国大党解决麦卡控股课题,以让所有的股份持有者可拿回他们的钱。

印裔社群须承认 三美对党贡献

纳吉指出,由于国大党没有办法处理所有印裔社群所面对的问题,因此,国阵也必须协助国大党解决问题,不能让国大党主席拿督斯里三美威鲁承担所有的错误。

虽然三美威鲁在处理印裔社群问题时,有些不当,但是他希望印裔能承认三美威鲁对国大党的贡献,因为三美威鲁协助了印裔社区的发展,并且也很支持国阵。

“三美在当部长时,每个星期都会将印裔社群的问题提呈至内阁,包括要求政府承认国外大学文凭,这点拿督斯里蔡细历(马华总会长)应该很清楚。”他笑着看了出席的蔡细历一眼说。

出席今日的国大党大会的领袖还包括民政党主席丹斯里许子根、国大党署理主席巴拉尼威等。

面对要求下台 三美:我所做皆为党

虽然国大党主席拿督斯里三美威鲁面对要求他下台的声音,但是他依然坚持自己只会做有益党和印裔社群的事情。

我所做的决定虽然不获得党员谅解,但是很多事情可以证明,我所做的一切都是为了让党能迈向更美好的前景。”

三美威鲁周六为国大党代表大会致开幕词时,向3000名党员这样表示。

同时,他也斥责一些有心人故意分裂印裔社群,导致出现许多小型的印裔政党和团体。

他指出,一些非政府组织声称捍卫教育课题,一些则表示代表被社会忽视的印裔族群,另一些则只是为了捞取政治资本,但因为他们不清楚他们的路线图,所以很快又会消失。

“即使有人无法理解,但是在经过多项考验后,国大党依然是唯一能够代表印裔社会的政党。”

此外,他也宣称,自己已经为国大党赢回印裔社会的50%的支持,并且也将继续展开攻势,以赢取剩下的选民。

因此,他也呼吁国阵内的其他印裔成员党与国大党紧密合作,将印裔社会团结起来,以确保国阵在下一届大选的胜利。

马青强烈反对废除海外奖学金 理由:非土著失出国深造机会



对于首相署部长纳兹里昨日以政府财力有限为由,准备逐步取消公共服务局的1500份海外奖学金,马青总团 长魏家祥今日表达反对立场,因为这将剥夺华印裔优秀生的深造机会,反观土著生依然可通过玛拉(MARA)保送出国。

他形容,纳兹里昨日的宣布是在投石问路,因此马青必须即刻表达立场,以迫使政府重新探讨。

“马青目 前正在草拟建议书。我们的立场是,奖学金的遴选机制必须透明化和公正,公共服务局必须明文列出获选者的遴选标准。”

“不能因为有人不服气,就将整个海外奖学金的制度给废除掉。”

若取消玛拉保送天下大乱


也是教育部副部长的魏家祥今日在国会走廊召开记者会指出,在 “一个大马”理念的原则下,各族优秀生理应获得保送出国的机会。

“如果今天政府以财力不足取消玛拉保送土著生, 肯定会引起反弹,天下大乱;但若只是废除公共服务局的海外奖学金,则华印裔优秀生无法出国留学,土著生照样可通过玛拉放洋。”

“这个要特别小心处理,因为可能带来另一轮的争议。”

纳兹里昨日证实,内阁在上周会议议决逐步取 消海外奖学金因为成绩优秀的清寒子弟越来越多,导致政府财力不胜负荷。

10年前很少华裔获奖学金


魏家祥披露,在2000年以前,很少华裔学生获得公共服务 局海外奖学金,而从2001年开始,奖学金配额从500份开始,几乎逐年增加300份到最高峰的2000份,最终因去年经济危机而下调到1500份。

他表示,他认同政府必须承担巨额的海外奖学金开销,但却不能因而剥夺1500名优秀生留学的权利。

魏家祥也针对奖学金的遴选机制提出质疑,例如公共服务局只需通知符合资格的优秀生前来面试即可。

“奖 学金只有1500份,但公共服务局却通知整8000人前来,剩下的6500人岂不失望而归。”

“很多人把希望寄 托在奖学金,一旦拿不到就如同世界末日。”
