张天赐告诫房东 慎选租户须签署租约

二零一零年四月十五日 晚上十一时五十五分

（吉隆坡15日讯）马华公共服务及投诉部主任拿督张天赐告诫出租单位的房东，要慎选租户，且务必要在租户迁入前，与对方签署租约，以备不时之需。

他 说，该部单是在今年1月迄今，就已接获15名民众投诉，其中12名事主是房东，而另3人则为租户。

他也透露，自今年以来，所接获投诉的事 项，包括房东投诉租户拖欠总额5万7000令吉的租金；而租户则申诉总额近11万7000令吉的财物被房东不当处理。

“房东所面对的问题不 外乎就是租户未能如期缴还房租；而租户所面对的问题则是房东拒绝退还抵押金”。

张天赐在今日召开的记者会上指出，有些房东为取回房子，不惜 破门进屋，结果反遭租户控告“私自闯入他人房子”，因此他建议房东在未能如期收租时，应寻求通过法律途径来解决问题。

他说，有部份未还清租 金的租户为迫使房东退还抵押金，不惜找上他，想藉由“张天赐”的名誉向对方施压图讨回抵押金，这种“做贼喊贼”之举，实令人发指。

不 还租金可申请扣押令

另外，在场的咨询律师梁柏耀也指出，身为房东的民众若遇到租户不愿摊还租金的情况，可以向法庭申请扣 押令。

他说，申请扣押令的程序必须花费2000至3000令吉不等，并且要耗时2至3个月的时间，不过这却是向租户追讨租金的最快及最有效 方法。

“之后，房东会在庭吏及锁匠的陪同下一起到出租单位，并在庭吏的见证下，让锁匠解锁，再进入屋内。

房 东不可私自闯进屋

他慎重的告诫房东，千万不能私自闯进屋子里，并胡乱翻动租户的物品，以免惹祸上身。

“届 时，庭吏会将屋内大大小小的物品都记录下来，过后再将一张列有屋内物品的清单贴在门口，以免私闯者进屋拿走屋内的物品。”

而在事后的14天 内，若租户适时缴还租金，就可以保住屋内的所有物品。不过，若超过14天的期限，租户仍未出现，这时房东就有权将屋内所有的贵重物品取出变卖抵偿。

（吉 隆坡4日）週一（5日）的清明節，是華人掃墓拜祭先人的日子，但隨著時代的進展，許多年輕一代或許不知道如何拜祭先人及掃墓，也不清楚掃墓時不可碰觸的一 些禁忌。

《中國報》就清明節來臨前，訪問雪州雙溪毛糯天地日月觀音壇壇主鐘貴，為民眾解答如何拜祭祖先及掃墓時的種種禁忌。

鐘 貴指出，若先人墳墓及墓碑風水照顧得好，祖先靈牌未受破壞、損壞或褪色，后人也會精神爽朗及氣色佳。

“上山踏青、掃墓是關懷祖先的一種表 示，為了讓祖先感到子孫的賢孝，子孫上山拜祭時，必須準備一些祭品。”

依輩分祭拜

他建議民眾可考慮準備雞、燒 肉、魚、芹菜、生菜、九層糕、紅龜粿、喜板及發糕。

“除了食物外，水果方面最好準備4種，喻意著四季平安，人家常說梨子代表著分離，其實如 果往好的方面想，梨子代表利利事事；葡萄則代表子孫滿堂。”

“除非親人生前就茹素，否則往生后不要準備素食，此外，準備雞或魚肉時，不應準 備淡而無味的食物，而是要讓祖先嘗到活著時的滋味。”

鐘貴說，民眾若有多過一位祖先必須拜祭，就須先往輩分最高的祖先祭拜，以此類推。

“進 入義山后，首件事就是先得拜祭福德正神即大伯公，請他開個方便之門，讓掃墓順利進行。”

接著，到祖先墳墓掃墓前，應先“壓煞”，即用小土塊 把五色紙壓在墳墓上，口唸百無禁忌即可開始清理及除草工作。

“大家必須待清理及除草工作完畢后，先點蠟燭，后才點香，大家手持香后一起敬 禮。不過，上香時，則必須依照輩分由兄者至幼者。

墳前忌諸多抱怨

針對一些兄弟之 間不和的家庭，通常會面對“誰先上山拜祭，誰就會得到最多保佑”說法，鐘貴指出，兄弟之間不和，分開上山拜祭是常有的事，只要先前在祖先靈位稟報及承諾一 定會上山拜祭即可。

他指出，家人可在清明節10天前及10天后拜祭，身在國外或有事在身、無法在清明節當天拜祭的家庭，可在祖先靈前承諾， 每年都會上山拜祭。

“比其他兄弟早上山者，千萬不可在祖先墳前，要求祖先不要讓遲來的兄弟得到保佑，這些都是對自己沒有好處及不利的事。”

鐘 貴也說，上山拜祭祖先最避忌一味向祖先抱怨及投訴，反之應報告家中近況及發生的事。

“一年才見祖先墓碑一次，每次見面就對祖先不斷抱怨及投 訴，對先人不敬，也會讓他們反感！”

只須獲兄弟允許
出嫁女兒可拜祭

嫁出去的女兒如潑出去的水，不可在 清明節時上山掃墓，拜祭已離世的親人？

鐘貴指出，其實，只要獲得兄弟們允許，已出嫁的女兒也可在清明節，上山為親人掃墓及拜祭。

“很 多人認為，讓已出嫁的女兒回來拜祭親人，會影響風水或生活，其實並非如此，她們無非是想對已逝親人盡孝心，前提是必須獲得兄弟們允許。”

他 說，已出嫁女兒上山掃墓時，只可為親人上一枝香，其兄弟則需3枝香。

“有些禁忌必須注意及遵守，即當女兒插香時，她們只可插在香爐左右兩 邊，中間必須留給兄長們；女兒所化的元寶，也不可超過兄長們。”

鐘貴也指出，孕婦、月事來潮及年齡過小的小孩，都不宜上山掃墓。掃墓結束 后，必須把墓地收拾乾淨，並帶走任何會發臭或腐爛生蟲的東西及食物。

破月出世者逝世
火化避免家道中落

鐘 貴說，破月出世者若逝世后，最好進行火化，否則進行拜祭活動或會引來家道中落。

“人們生前通常不會知道自己是破月出生，除非找人算過命，他 們是在逝世后由道士告知家屬，並勸請他們為死者進行火化儀式，放在庭院供拜。

他說，家中如有英年早逝的小孩或年輕人（10歲至20歲），長 輩們在清明節時可上山掃墓，卻不可上香拜祭，避免種下“英年早逝的根”。

“須知華人最避忌的是白頭人送黑頭人，小孩或年輕人逝世后，長輩們 只可在旁看，由小輩負責上香，切記不可自行祭拜。”

Hire purchase – give the true picture

LEON Lim, a young business executive with a multinational company in Kuala Lumpur, recently bought his dream car, which he will finance through hire purchase. He took a five-year loan based on new rates averaging 3.25%. From the surface, the rates looked fairly attractive.

After talking to his financial planner, he was shocked to discover that the actual or effective interest rate he was paying for the loan was in fact far higher than what was quoted to him at the onset. Truth is, Lim is one of the many others who are infuriated that they have been grossly misled. An analyst from a bank-backed brokerage said the practice of banks quoting “misleading” hire purchase rates is burdensome to consumers who are already grappling with tough times.

In addition, last month, the hire-purchase interest rates for new non-national cars increased by about one percentage point to 3.25% for loan tenures of five years and below, 3.4% for six to seven years and 3.5% for eight- to nine-year loans.

The question is – how relevant is the 40 year old Hire Purchase Act (HPA) today and should it be reviewed or scrapped altogether?

Jeremy Tan, a licensed financial adviser with Standard Financial Planner Sdn Bhd, says with the changing financial landscape and competitiveness, the Act ought to be reviewed periodically to meet the challenges of the market place.

For purpose of transparency, he says in addition to quoting the hire purchase rate (which is normally on a flat basis), the effective interest rate (on an annualised basis) should also be revealed up front.

This will ensure that the borrower is fully aware of the financial obligation when opting for hire purchase financing.

“For example, a hire purchase rate of 3% per annum for a period of 5 years of financing carries an effective interest rate of 5.75%. Similarly for a rate of 5%, the effective interest rate charged is 9.25% for the same period!,” he says.

It should be noted that an amendment was made to the Act in 2005 to allow for the variable rate. For ensuring better transparency, the financier is obliged to state the annual percentage rate which is the effective rate in the second schedule of the Act (regardless whether the higher purchase facility is on fixed rate or variable rate basis).

“The reason why the rates charged for hire purchase are higher than mortgage rates is because the risk level of the assets held by the bank as collateral is higher. The higher the risk for the bank, the higher the cost for consumers.

Essentially, there are two types of hire purchase interest rates – the flat and variable rates – which hirers can choose from. For the variable rate, interest repayments vary according to the movement of the base lending rate (BLR). If the BLR increases, the term charges will also increase, resulting in higher monthly instalments and vice versa.

The variable rate is less popular among consumers because of the unpredictability in the movement of the BLR compared with the fixed rate which remains the same throughout the tenure of the loan.

The Consumers Association of Penang (CAP) president SM Mohamed Idris, who has called for the Act to be amended, says quoting the effective interest rate will help consumers make informed decisions on their borrowings.

“Not quoting the effective interest rate is misleading,” he says.

Mohamed Idris also advocates the setting up of a comprehensive Consumer Credit Act that covers all credit facilities.

RAM Holdings Bhd chief economist Dr Yeah Kim Leng says the Act needs to be updated to reflect the current needs of consumers and agrees consumers should be provided both rates to compare with alternative financing modes such as a motor vehicle loan and so forth.

Until the Act gets reviewed however, there will be many who will continue to face the dilemma faced by Lim.

How to put a favicon next to url in browser

I have always wondered how they put an icon next to the website address in the browser. Until recently when I saw the log file of my blog, there are many request for the file "favicon.ico" to my root directory.

This is the logfile on the activity of my blog. There have been numerous request for "favicon.ico" which I don't really understand what it means.

First of all, I don't have a favicon.ico file anywhere in my host and I really don't know what is the "favicon.ico" means, until I google it recently.

A favicon is a small icon placed next to the web address bar in the browser. Look at the small blue color square next to the address.

The favicon will also displayed in the favourites bookmark of the browser if you bookmark my website.

Finally, I understand that favicon.ico is an icon file which is used next to the url in the browser. Instead of that, it will also be saved in the browser bookmark too. So, I tried to dig deeper into the source to find out how can I create a favicon of my own and put it into my blog too.

The method is rather simple,
Step 1
Create an icon file. I found this free icon software very useful to create an icon file. The icon used in the browser is displayed in 16x16 pixel, a rather small size to put much things inside it. This program allows you to make a 32x32 pixel icon as well and the browser will shrink it to 16x16 pixel.

Once you are done with your icon, just upload it onto your web server. You may place the icon file in any directory in your web host since you just need to direct the file directory from your web page header.
In case if you are not using any webhosting, you could use any free photo album available all over the internet such as photobucket, flickr etc.

Step 2
Add the favicon tag into the website header. A favicon header tag looks something like this.

You must make sure you put the correct directory where your icon file is located in the href="" reference or else it would not work.

Instead of using .ico file as the favicon, you could also use animated gif too. As what you found on my blog's favicon. It is an animated gif.
The favicon works pretty well on Mozilla Firefox but not on Internet Explorer. I'm not very sure why IE wouldn't support it, that would be another reason why you need to switch to Firefox hehe.

go to http://docs.google.com/ and login with your GMail Account. You will see the Welcome Screen where click on New Spreadsheet. In the next page Click on Continue button in Get Started with Google Docs and Spreadsheets. This will lead you to the spreadsheet page where you create your spreadsheet.

After creating the spreadsheet save it. Then click on Publish in the upper right corner to open the Publish sidebar on the right side. Click "Publish now." (If the spreadsheet has already been published, and the publishing options are set to "manual," click "Re-publish" at this point). Click "More publishing options." A window will appear titled "More published formats." From the "File formats" dropdown select "HTML to embed in a webpage." Specify the parameters of the spreadsheet you'd like to embed (i.e. the whole spreadsheet, just one sheet, or a specific range of cells from one sheet). Click "Generate URL." A bit of code will be generated. Copy that code.

Login to your Beta Blogger dashboard. Click on Create Post under the blog in which you want to embed the spreadsheet. In the Post Editor click the Edit Html tab and paste the code in the window and Publish. If you wish change the width and height in the code to resize the spreadsheet. I have embedded a sample spreadsheet below :





Google Docs - Create a Google Doc by going to http://docs.google.com/ and login with your GMail Account. You will see the Welcome Screen where click on New Document. Create a new Document and save it. Then click on Publish in upper right corner. In the new window click on Publish to Blog. Choose your Blog Service Provider and type in your Blog Username and Password then click on OK..

In both the above cases you can publish the documents as standalone and you will be provided with their URLs which you can send to anyone for them to view the documents and even collaborate on them.


If you do not wish to embed these documents/spreadsheets in your blog you can provide the link to them in your blog.
